COCOPS Working Paper No. 10 ‘Choice and Equality: Citizens’ Switching Behaviour in Liberalized Public Service Markets Across the EU’ is now avaliable for download.

The paper provides and empirical insight into liberalization refroms across the EU and their effects on the equality of citizens’ switching behavior. Findings suggest that the gap between lesser and better educated service users, in terms of their choice behaviour, widens once a considerable degree of service liberalization, as evidenced by the number of service providers, has been achieved. It indicates that, under certain conditions, liberalization reforms can have negative effects on vulnerable citizens’ abilities to exercise choice.
